If the government spends more money, but doesn't increase taxes, they have to borrow money from other countries in order to spend it. If we borrow money from other countries, then our country owes their country. When we owe something, that is called debt.

Knowing that spending costs money and debt is the collection of owed money, the more you spend, the more you owe. The government has a plentiful sum of money and also has accumulated a huge sum of debt. And everyday they produce more. For their debt to increase a more rapid rate, they could increase funding.
